It is the progressive erection of guard rails from the protected areas at the lower level which makes sure that the operator will not be exposed to the risk of falling from an un-guarded platform.
The second approved method of erection is the andldquo;through the trapandrdquo; method. It involves the operator taking up a working position in the trap door of the platform. From this position you can add or remove the components which are acting as guard rails on the level above the platform. This method is designed to make sure that the operator does not stand on an un-guarded platform, yet can install the components to a particular level while you are positioned within the trap door of that level.

The swinging scaffold also called two point suspension scaffold,is a platform not less then 20 inches nor more then 36 inches wide overall, and must be surrounded with a standard guardrail and toeboard.Swinging scaffolds are suspended from overhead anchorage points by either wire or manila rope which must be capable of supporting at least six times the intended load.

Roof irons or other supporting devices which fit over the edge of a building as anchorage points, must be made of wrought iron, mill steel, or other equivalent material of proper size and design, securely installed and anchored. Tiebacks of 3/4-inch manila rope or equivalent, shall serve as a secondary means of anchorage and should be installed whenever possible at right angles to the face of the building and secured to a structurally sound portion of the building.

The sheaves, wall blocks, and the hoisting mechanism must fit the size of rope used. All ropes, wire and fiber, hangers, platforms, and other supporting parts, shall be inspected before every installation and every time it is used. Two-point suspension scaffolds must also be securely latched to the building or structure to prevent them from swaying due to winds or work activity.

Two-point suspension scaffolds are designed for a total working load limit of 500 pounds or a limit of two workers on a scaffold at one time. Due to the stress of constant movement by workers, the entire scaffold must be designed and capable of carrying four times the rated load. In addition, the supporting ropes or cables must be capable of supporting six times the rated load.

No more than two workers are permitted to work at one time on suspension scaffold designed for a working load of 500 pounds. No more than three workers are permitted to work at one time on suspension scaffolds with a working load of 750 pounds. Each worker must be protected by a personal fall arresting system attached to an independent lifeline. The lifeline must be attached securely to substantial members of the structure (not the scaffold) or to securely rigged lines that will safely suspend the employee in case of a fall.

The suspension and security of scaffolding has come into question this year with a number of incidences occurring across the country, including the death of a worker in March, who fell from a collapsed suspended scaffold while painting the exterior of a building in Sydney’s south.

These incidences serve as reminders that the scaffold relies on all of its components, correct installation and usage and diligent safety inspections and maintenance to ensure the safety of persons in or near the scaffold.

There are a number of control measures relating to suspended scaffolds supported by counterweighted suspension rigs. The counterweight provided should be adequate for at least three times the maximum rope tension in the support rope. They should be fixed to the suspension rig to prevent them becoming dislodged or removed without the use of a tool.

A single rope protective device, or a second rope, should be provided or incorporated into each scaffold hoist to hold it in the event of a winch malfunction. The scaffold should also be clearly marked with its rated capacity (SWL) and shouldn’t be overloaded. Operators should check the scaffold, including the suspension rig, prior to each days use to check for obvious damage or missing counterweights.

A fall-arrest system complying with the Australian Standard series AS/NZS 1891 should be provided and worn while persons are moving the scaffold. This includes the provision of suitable fall-arrest rated anchor points on the scaffold.

Suspended scaffolds are platforms suspended by ropes, or other non-rigid means, from an overhead structure. Multi-point Adjustable: Platform(s) suspended by more than two ropes from overhead supports and equipped with a means to permit the platform to be raised and lowered. Includes chimney hoists.

Multi-level: Two-point or multi-point adjustable suspension scaffold with a series of platforms at various levels resting on common stirrups.

Float (ship): Braced platform resting on two parallel bearers and hung from overhead supports by ropes of fixed length.

Interior Hung: Platform suspended from the ceiling or roof structure by fixed-length supports.
